It grows to an average length of 28 inches (70 centimetres) but can reach a maximum of 46 inches (118 centimetres). Its venom can eat flesh and tissue, making prey easier to swallow, while a neurotoxin kills the prey.</div>

 Some childhood vaccines are linked to serious side effects, but they 
are quite rare and do not include autism, food allergies or cancer, said
 a review of scientific literature Tuesday.</b></em><br />
<em>A host of vaccines
 commonly given to children under age six were the focus of the 
systematic review of rigorously conducted studies, published in the 
peer-reviewed US journal Pediatrics.</em><br />
<em>The report seeks to address a
 rising trend of vaccine hesitancy among parents in the United States 
and Europe, which has led to a resurgence of measles and whooping cough 
in some parts of the world.</em><br />
<em>"We found that serious adverse events 
that are linked to vaccines are really rare, and that when they do occur
 they are often not necessarily severe," said study co-author Courtney 
Gidengil, a pediatrician at Boston Children´s Hospital and professor at 
Harvard Medical School.</em><br />

expands on a 2011 report by the Institute of Medicine that also pointed 
to some side effects linked to vaccines but found "few health problems 
are caused by or clearly associated with vaccines."</em><br />
<em>The Pediatrics
 report includes several vaccines that were not studied by the IOM, 
including those against hepatitis A, Haemophilus influenzae type b 
(Hib), polio, rotavirus and the pneumococcal conjugate vaccine.</em><br />
<em><b>Side effects</b></em><br />
<em>Side effects of the measles, mumps and rubella (MMR) and pneumococcal vaccines included the potential for fever and seizures.</em><br />
<em>The MMR and hepatitis A vaccines were also linked to a side effect called purpura, when small blood vessels leak under the skin.</em><br />
<em>There
 was some evidence that immune-deficient children given the varicella 
vaccine against chicken pox could develop infections or have an allergic
 reaction.</em><br />
<em>The rotavirus vaccines, RotaTeq and Rotarix, were 
associated with a risk of intussusception, a condition in which one part
 of the intestine slides into another part.</em><br />
<em>However, the risk of this condition was rare, amounting to between 1-5 in 100,000, the researchers said.</em><br />
<em>"Clinicians
 who immunize children regularly may have encountered these adverse 
events in their practices, particularly seizures associated with fever,"
 said an accompanying editorial by Carrie Byington, vice chair for 
research in the pediatrics department at the University of Utah.</em><br />
<em>"Fortunately,
 the adverse events identified by the authors were rare and in most 
cases would be expected to resolve completely after the acute event."</em><br />

 The US space agency is to launch on Tuesday a satellite that tracks 
atmospheric carbon dioxide, a leading greenhouse gas that contributes to

<em>The launch of the Orbiting Carbon 
Observatory-2 is expected at 2:56 am Pacific time (0956 GMT) from 
Vandenberg Air Force Base in California.</em><br />
<em>"Now that humans are 
acknowledging the environmental effects of our dependence on fossil 
fuels and other carbon dioxide-emitting activities, our goal is to 
analyze the sources and sinks of this carbon dioxide and to find better 
ways to manage it," said Gregg Marland, a professor in the Geology 
Department of Appalachian State University, Boone, North Carolina.</em><br />
<em>The satellite will take 24 measurements every second, about a million per day, but clouds are a major obstacle.</em><br />
<em>Its field of view is about one square mile (three square kilometers), so even wispy clouds can obscure its measurements.</em><br />

measure fossil fuel emissions.</em><br />
<em>"This research and OCO-2 together 
will act like partners in closing the carbon budget, with my data 
products estimating movements from the bottom up and OCO-2 estimating 
sources from the top down," Gurney said.</em><br />
<em>Its launch window on Tuesday is quite short, just 30 seconds.</em><br />
<em>"The
 timing has to be so precise because OCO-2 will join the A-Train, a 
constellation of five other international Earth-observing satellites 
that fly very close together to make nearly simultaneous measurements of
 our planet," the NASA website said.</em><br />
<em>If it misses the launch 
window, there may be another launch attempt Wednesday. However, weather

Minister Narendra Modi, drawn by the prospect of multi-billion-dollar 
deals as the government prepares to open the nascent defence industry to
 foreign investment.</em><br />
<em>Senior politicians from France, the United 
States and Britain arrive in quick succession over the next 10 days as 
Modi prepares to accelerate the modernisation of the country´s mostly 
Soviet-era weaponry.</em><br />
<em>Modi intends to build up India´s military 
capabilities and gradually turn the world´s largest arms importer into a
 heavyweight manufacturer - a goal that has eluded every prime minister 
since independence in 1947. On the table is a proposal circulated within
 the new government to raise caps on foreign investment - with one 
option to allow complete foreign ownership of some defence projects. </em><br />
<em>"All
 the countries are trying to make their case, especially as there is the
 sense that the Indian market will undergo a shift," said Harsh Pant, 
professor of international relations at King´s College London. "They get
 a sense from their dealings that something dramatic is going to happen 
and they want first-mover advantage," said Pant, who specialises in

from the slow progress of the negotiations for the Rafale deal. The 
Eurofighter Typhoon was shortlisted along with the Dassault fighter 
before India announced the French jet was the winner. Cost escalations 
and disagreements about building the Rafale in partnership with India´s 
state-run Hindustan Aeronautics Limited have complicated talks with 
France, and London has never entirely given up hope that it will return 
to the race. </em><br />
<em>However, on Thursday, one source at the Indian 
defence ministry said the deal was likely to be finally closed during 
Fabius´ visit and could be signed this year. A French foreign ministry 
source said talks were ongoing, but refused to provide more detail.</em><br />
<em>Russia,
 for years India´s top weapons supplier, pipped all three countries to 
the post, sending Deputy Prime Minister Dmitry Rogozin to visit the new 
government in Delhi two weeks ago. Washington last year replaced Moscow 
as India´s top defence supplier, according to IHS Jane´s. </em><br />
<em>The 
Western nations will have noted that India´s foreign minister expressed 
displeasure with Russia´s recent offer to sell Mi-35 attack helicopters 
to India´s arch-rival Pakistan. "I don´t think it´s a competition," U.S.
 Assistant Secretary of State Nisha Biswal said after an early 
post-election visit to New Delhi. "India will have strong and positive 
relationships with a variety of countries and that is to be encouraged,"
 said Biswal.</em><br />
<em>"We want to see India taking on a stronger and a leadership role in the region and around the world so we welcome that.</em><br />
<em>India
 spent some $6 billion last year on weapons imports. It makes few of its
 own weapons, beyond ballistic missiles and assembly lines for foreign 
jets. On Thursday, the government signalled it was in the mood for 
liberalisation by allowing manufacturers to build more defence 
components without licences, making it easier for Indian firms to 
partner foreigners. </em><br />
<em>At present foreign companies can only invest 
26 percent in Indian defence projects without committing to technology 
transfer, which has put off many investors. Before the election, sources
 in Modi´s Bharatiya Janata Party said there was a plan to increase the 
cap to 49 percent. "For higher-tech intellectual property we would want 
to go over 50 percent to be in a position to share technology that we 
have significant investments in," said Phil Shaw, chief executive of 
Lockheed Martin India Pvt Ltd." </em><br />
<em>Uplift from 26 to 49 percent 
maintains the status quo and may not be sufficient incentive to make an 
investment here. "Lockheed Martin already has a 26 percent investment in
 an Indian joint venture with Tata Advanced Systems that manufactures 
airframe components for the C-130J Super Hercules cargo lifter.</em><br />
<em>India´s
 Department of Industrial Policy and Promotion has circulated a 
discussion document that proposes allowing up to 100 percent foreign 
direct investment, or FDI, in defence production, two government 
officials told Reuters. The note suggested allowing 100 percent FDI in 
manufacturing of state-of-the art equipment, one of the officials said. </em><br />
<em>It
 also recommends a cap of 49 percent for investments which do not 
involve transfer technology and a 74 percent ceiling in such cases where
 the foreign investor is ready to share technology know-how, the 
official added. </em><br />
<em>Last week, Commerce and Industry Minister Nirmala
 Sitharaman said foreign investment in the sector would help increase 
defence preparedness of the country and reduce import</em><br />

 The Taliban have established a foothold in southern Afghanistan in a 
10-day battle against Afghan forces, locals said Sunday, as the army and
 police struggle to prove they can defeat the insurgents without NATO 
help.</b><br />
A coordinated assault by 800 Taliban fighters on police 
checkpoints and military posts began on June 19, with Afghan forces 
rushed in to recapture parts of Sangin district in Helmand province.<br />
Despite
 government claims that the Taliban have been routed in a series of 
counter-attacks, Hashim Alkozai, a local elder, told AFP that the 
insurgents had successfully defended two key areas of the district.<br />
"The
 government has sent more reinforcements to Sangin, but the Taliban 
still have two parts, Barekzai and Bostanzai, under their control," 
Alkozai said after fleeing to Lashkar Gah, the provincial capital of 
Helmand.<br />
"President Hamid Karzai has promised to send us some aid, but that is not enough, our people need food and shelter."<br />

Sangin,
 a strategically important district at the centre of Afghanistan´s 
lucrative opium trade, has been the scene of fierce fighting for years 
between the Taliban and US-led NATO forces.<br />
With the NATO combat 
mission winding down this year, the Taliban offensive is seen as a test 
of the NATO-trained Afghan government forces now responsible for 
quelling the insurgency.<br />
British troops fought bloody battles in 
Sangin for four years to little effect, before US marines replaced them 
in late 2010 and finally pulled out themselves only last month.<br />
"The
 fighting is still ongoing in some parts of Sangin, more reinforcements 
have been sent in to eliminate the pockets of resistance," Omar Zwak, 
the spokesman for the Helmand governor, told AFP.<br />
This summer´s 
"fighting season" will be the last with US-led combat troops deployed in
 Afghanistan, after a 13-year war that has cost the lives of 3,500 
coalition soldiers and failed to crush the Taliban.<br />
The fighting 
in Helmand has come as politicians in Kabul are locked in a stalemate 
over the presidential election, with one candidate, Abdullah Abdullah, 
saying he rejects the ongoing vote count due to massive fraud.</span></em>

<em><b>BAGHDAD:
 The Islamic State of Iraq and the Levant – Sunni militants fighting 
across Syria and Iraq – have proclaimed the establishment of a 
“caliphate” in a move that experts say could signal the birth of a new 
era of transnational jihadism.</b></em><br />
<em>Now calling itself the Islamic 
State, the group has called on all other related Sunni factions, 
including al-Qaeda, to pledge their allegiance to the new state, which 
it says stretches from Aleppo in Syria to Diyala in Iraq. Put simply, 
Abu Bakr al-Baghdadi has declared war on Al-Qaeda. </em><br />
<em>In a statement
 distributed online on Sunday – the newly-minted Islamic State declared 
its chief Abu Bakr al-Baghdadi as "the caliph" and "leader for Muslims 
everywhere". Baghdadi is thought to be the leader and strategic thinker 
behind ISIL.</em><br />
<em>Its announcement that it has restored the Caliphate 
“is likely the most significant development in international jihadism 
since 9/11,” said Charles Lister, a visiting fellow at the Brookings 
Doha Centre who studies jihadist groups.</em><br />

announcement will be global as al-Qaeda affiliates and independent 
jihadist groups must now definitively choose to support and join the 
Islamic State or to oppose it.”</em><br />
<em>The group’s statement – translated
 from Arabic into English, French, Russian and German – made it clear it
 would perceive any group that failed to pledge allegiance an enemy of 
Islam,” Mr Lister said.</em><br />
<em>Already, this new Islamic State has received statements of support and opposition from jihadist factions in Syria, he confirmed.</em><br />
<em>Released
 on the first day of the holy fasting month of Ramadan, the statement 
establishing a caliphate, a system of rule that ended nearly 100 years 
ago with the fall of the Ottoman Empire, reads: “Here the flag of the 
Islamic State … rises and flutters. Its shade covers land from Aleppo 
[Syria] and Diyala [Iraq].</em><br />
<em>“The infidels are disgraced. The Sunnis
 are masters and are esteemed. The people of heresy are humiliated. The 
Sharia penalties are implemented, all of them.</em><br />
<em>“The front lines 
are defended, crosses and graves demolished. Governors and judges have 
been appointed, a tax has been enforced and courts will resolve disputes
 and complaints.”</em><br />
<em>ISIL, also known as ISIS, already controls large
 swathes of northern Iraq after a sustained assault which began with the
 overthrow of Iraqi control of the country’s second largest city of 
Mosul, near the Syrian border, on June 9.</em><br />
<em>Over the last two years 
it has established a strong presence in parts of Syria, controlling key 
oil fields in eastern Syria in the area bordering Iraq, levying taxes 
and other penalties and implementing strict Sharia law on besieged 
communities.</em><br />
<em>“Geographically, ISIS is already fully operational in
 Iraq and Syria; it has a covert presence in southern Turkey, appears to
 be establishing a small presence in Lebanon; and has supporters in 
Jordan, Gaza, the Sinai, Indonesia, Saudi Arabia and elsewhere,” Mr 
Lister said. “This could well be the birth of a totally new era of 
transnational jihadism.”</em><br />
<em>The announcement was also interpreted as a
 threat to al-Qaeda and its long-held position of leadership of the 
international jihadist cause.</em><br />
<em>“Put simply, Abu Bakr al-Baghdadi has declared war on al-Qaeda.”</em><br />
<em>Baghdadi
 took over the group in 2010. Back then ISI, as it was known, was 
aligned to al-Qaeda and in a weakened state following a surge of US 
forces deployed to Iraq and the coalition of Sunni tribal groups that 
fought against al-Qaeda’s presence in the country. But under his 
leadership the group thrived and is now believed to be the wealthiest 
militant organisation in the world with assets in the billions, 
“simultaneously implementing harsh mediaeval justice and a whole range 
of modern social services”, Mr Lister said.</em><br />
<em>Relations between 
between ISIL and its prior incarnations and al-Qaeda have been fraught 
with distrust, open competition, and outright hostility, said Aaron 
Zelin, a fellow at the Washington Institute for Near East Policy, 
describing the two groups as “now in an open war for supremacy of the 
global jihadist movement”.</em><br />
<em>ISIL “holds an advantage but the battle is not over yet,” he wrote in the institute’s journal.</em><br />
<em>Meanwhile,
 a fierce battle raged in the northern Iraqi city of Tikrit after the 
Iraqi military, backed by Shiite militia, launched an offensive to try 
to take back Tikrit from Sunni insurgents after they lost control of the
 area on June 11.</em><br />
<em>And while the military and Iraqi state 
television claimed security forces had cleared the centre of the city of
 militants, it appeared the army had been pushed back 15 kilometres from
 the city as the insurgents fought back, Tikrit residents said.</em><br />

 Authorities in France tightened security and appealed for calm on 
Monday ahead of a World Cup match between Germany and Algeria following 
riots after the last two Algerian fixtures.</b></em><br />
<em>Algeria´s historic
 qualification for the second round of the football World Cup on 
Thursday turned violent in some French cities, leading to the arrests of
 more than 70 people for rioting and looting.</em><br />
<em>That was more than double the 30-odd arrested on June 22 after Algeria´s win over South Korea.</em><br />
<em>The
 rioting prompted far-right leader Marine Le Pen to call for dual 
nationality to be revoked in France on the ground that France´s 
immigration policies had failed.</em><br />
<em>Algerians make up France´s largest immigrant group, with close to two million people, and many hold dual citizenship.</em><br />
<em>"We
 are asking everyone to stay calm while celebrating a victory," said 
Harlem Desir, the French Secretary of State of European Affairs, on 
Monday.</em><br />

<em>Germany lost their two previous 
matches against Algeria -- 2-1 at the 1982 World Cup and 2-0 in a 1964 
friendly. The winner of Monday´s game will play France or Nigeria in the
 quarter-finals in Rio de Janeiro on Friday.</em><br />
<em>Lyon and Marseille 
have witnessed violence after Algerian World Cup games. Algerian fans 
also took over a part of Paris´s emblematic Champs-Elysees avanue and 
briefly clashed with police.</em><br />
<em>Le Pen, the head of France´s 
anti-immigration National Front party, on Sunday said the recent unrest 
was a good reason to review immigration policies.</em><br />
<em>"Now we must put a stop to dual nationality," she told a talkshow broadcast on French television and radio.</em><br />
<em>"There is not another country in the world that would accept what we go through on our territory," she said.</em><br />
<em>Since
 becoming leader of the National Front in 2011, Le Pen has been trying 
to clean up the image of the party as a racist and anti-Semitic group.</em><br />
<em>She
 led her party to first place in May European elections with 25 percent 
of the vote in France and the National Front also did better than 
expected in local polls in March.</em><br />
<em>Le Pen has spoken out against 
dual citizenship laws before. In 2010, she called for reform on the 
grounds that it "undermines" republican values. French group SOS Racisme
 said it was "as dangerous as it is concerning" for Le Pen to use a few 
isolated incidents to support the National Front´s agenda. Former Prime 
Minister Francois Fillon of the centre-right UMP also said Le Pen´s 
proposal "would change nothing," adding that it was "not a legal 
problem."</em><br />
